Flood Related Permits Moving – Effective Monday, September 18

Beginning Monday, September 18, all flood related permits will be issued from the Harvey Recovery Resource Center, located at the Bellaire Recreation Center, 7008 Fifth Street, Bellaire, TX. Flood related permits will no longer be issued at City Hall.

Parking at this location will be more available than at City Hall.

City staff and volunteers will be available at the new location to provide guidance through the permit process. Information on the permitting process and requirements can be found here.

The Development Services Department has also put together a list of frequently asked questions. These cover a range of topics, including permitting, appraisal value, elevation, and restrictions. These FAQ’s can be found here.

Permits will be issued Monday through Friday, from 8:30 AM to 4:00 PM. Extended hours may be added in the future. If you have any questions, please contact Shawn Cox at 713-662-8239 or scox@bellairetx.gov.

Recovery assistance information will also be available at the Center. For additional information on recovery resources, please visit www.bellairetx.gov/RecoveryResources.

Debris Management Update

Harvey related debris removal and hauling operations began last Friday, September 8, in the City of Bellaire. The ongoing work is first occurring in the south east portion of the City. Progress has been slower than expected as it has taken longer than anticipated to gather and dedicate equipment and assets for the work. However, more equipment is arriving daily and it is expected that the process will improve and progress will be noticeable. The contractor has committed to complete an initial cleanup of every property in the City by September 28. Thereafter, residents can expect at least two more debris pick up opportunities.

Below is additional information about the operation.

  • The work will occur between 7:00 AM and 7:00 PM, seven days per week until complete
  • It is expected that the clean up will last approximately 6 weeks
  • Residents should separate regular solid waste from the storm related debris to facilitate collection of each
  • Household Hazardous Waste (HHW) like paint, fuel, chemicals, etc. will be picked up but not with the first pass
  • Appliances will be picked up in subsequent passes as well
  • The contractor is working to limit damage to yards
  • Yards damaged by debris removal equipment will be graded at the end of the debris removal operation, however sod will not be provided

The City will continue to provide periodic updates relative to these matters.

Recycling Services Update

Recycling services for the City of Bellaire are suspended until further notice. Residents are welcome to hold onto recyclable material until services resume. However, the City requests that stored recyclables be placed in a secure area that is not susceptible to wind that could blow the material into the storm sewer system. If recyclables are placed at the curb in the green recycling bins, the City will not pick them. Residents can dispose of recyclable material in trash bags for collection with regular solid waste service should they elect to do so.

The City is presently working with our Solid Waste and Recycling partners to identify a date by which recycling services can resume. Please visit the City’s website for information about when recycling may resume, solid waste services as well as debris removal services.
