AirBnB and VBRO

Bellaire will remain the City of Homes.  One of the first things I will do when elected to City Council is bring back the City Logo.

The next item would be to fully support a new ordinance regulating short term rentals in Bellaire.  West University has had an ordinance in place since 2018 and I feel we should create something similar.  Any rental or lease under 6 months will be treated as a short term rental and will only be allowed after following the detailed steps in the ordinance.  I am not against people making a profit from renting out their home, but I am against this when it becomes a public nuisance.  Here is a link to the West University ORDINANCE and I think this should be a great place to start the new Bellaire short term rental ordinance. A permit will be required, insurance to cover damage to neighbors property, and hotel taxes will be paid.  Below is an excerpt of the West U ordinances.

Application for a short-term rental permit shall be in writing on an application form available in the public works department, shall be accompanied by a payment of the fee of $500.00 and shall include the following information at a minimum:

(1)A list of all of the owners of the short-term rental including names, addresses and telephone numbers.

(2)A sketch or narrative describing the location of the available parking for short term renters.

(3)A sketch of the floor plan.

(4)The name, address and 24-hour telephone numbers of a contact person who shall be responsible and authorized to respond to complaints concerning the use of the short-term rental.

(5)Proof of hotel occupancy tax compliance with V.T.C.A., Tax Code ch. 351 before the permit is granted.

(6)Proof of insurance for the property covering short-term rentals.

(7)A statement that the owner of the short-term rental has met and will continue to comply with the standards and other requirements of this article.

(8)A current email address for the owner or operator, if applicable.

(9)If the owner/operator has a property management or agent, owner/operator shall provide property management or agent phone number, mailing address and email address.

Kevin Newman’s Top Priorities

KEVIN NEWMAN’S TOP PRIORITIES AS COUNCILMAN

AReduce the DEBT and remove the BLOAT added by the Hoffman years in the budget.

Work together with the CURRENT members of Council to continue the great work they have accomplished with only 3 votes.

I would focus on improving the Safety and Security in Bellaire.

Do you remember the days when no one sped through Bellaire? I want to see more POLICE on the street patrolling for criminals and protecting our homes.

Flood Control and Prevention

I want to make sure that the City’s technology is forward looking and leaves the 1990s.

The City’s attempts to communicate with the public are still designed for those who are in the know only. Information is hard to find online and even after a redesign the City’s website is horrible. Sadly, they are about to pay the website provider for another refresh.
We need to create a City of Bellaire smartphone app that can provide instant updates and news, connecting the residents with the city in real time.

Read my post from 2015 where I created an app using a free service. 6 years later and we still have no app. http://bkev.com/Bellaire-Kevin-Newman/technology-and-forward-thinking-on-future-buildings/

Open Letter to Bellaire City Council from Mike Jacobs

Mike Jacobs is a former Wall Street financial analyst who has spent around 40 hours so far analyzing the budget line by line.  I estimate that if the City of Bellaire and the CM paid to have this done it would cost at least 20k.  I have been a strong advocate of utilizing our residents who are willing to volunteer their skills to the city instead of wasting money on consultants and studies.  Our city is filled with truly bright individuals who posses the skills necessary to help solve the tough issues we face.   Below is Mike’s open letter to the Bellaire City Council and City Manager that was posted on Nextdoor. https://nextdoor.com/post/122451841?init_source=copy_link_share

Dear Council,

I hope everyone is enjoying the long weekend. Unfortunately I am stuck at home with a sick kiddo. Glass half full: I’ve had a chance now to review four departments (with more to go) and have easily found enough cuts to actually lower taxes / not increase water rates with minimal (if any impact) to essential services.

Stepping back into the data, you should also be aware that this years budget reallocated “risk management” – the line item responsible for workers comp, safety and loss prevention, drug and alcohol testing, the city’s fund and risk management insurance coordinator, etc) to Finance & Courts from the City Manager’s Budget. Ok – you might as – so why is that relevant?

Well, in order to better-understand spending trends for the CM’s office, we need to look at the historical budget trends excluding Risk Management (“RM”). When we remove RM, we see that Mr. Hofmann’s predecessor ran his department for 3yrs at an average cost of $1.33mm per annum. In his new budget, Mr. Hofmann is asking for $2.57mm for those same items. So let’s examine what extra funds is he asking for vs the prior CM, in order of increase…

  • Salaries (up $364,092 vs predecessor) or up 55%
  • Professional Services (up $310,148), +125%
  • Contractual Services (up $266,472), +175%
  • Benefits (up $148,841), +70%
  • Maintenance (up $41,492), +196%

Also note that we have spent / adopted $479,322 on hardware and software for the CM’s office – and he’s asking for another $95,000 for 2020.

Stepping back – it’s worth noting that – as you know – I have no plans to run for public office and I have yet to endorse any candidate – incumbent or otherwise. But once I finish this budget analysis, I will be making recommendations on how to cut significantly from our budget. And that’s really all I can do to help you from my station as a constituent.

But after i serve you in this self-appointed advisory capacity, I will be shifting my focus / efforts to helping support those candidates – incumbents or otherwise – that I believe are making / will be willing to make the tough decisions in the best interest of their constituents. Much of this spending is excessive. And it needs to stop.

Respectfully, Mike Jacobs

Riddle me this

If the City of Bellaire already expects a deficit with incoming revenue (property taxes), why doesn’t the city cut expenses instead of wanting to always raise taxes? If the City knows it is heavily dependent on property taxes and knows that they are declining, due to lower HCAD values, why not plan for the loss and reduce spending.

The city’s solution is to RAISE TAXES and to spend money on a fee study to review the fees the city charges on things like the pool and permits.

Now is the time to ELECT a BUSINESSMAN that understands when you don’t have money coming in, you STOP SPENDING! Do we really need anymore LAWYERS on City Council?
